She previously led the SkillUp™ Lancaster initiative, which later expanded statewide as SkillUp™ PA, and has held key leadership roles at the Lancaster County Workforce Investment Board, Central Pennsylvania Foodbank, and the Community Action Program Lancaster County. Cathy holds an MBA from Penn State and is known for her collaborative, innovative approach.
